When tourists drive along the Coastal Highway and reach Shihcheng, it means that they have reached the border of New Taipei City and Yilan County. This is the first stop in Yilan along the Coastal Highway. The name of this location is said to come from the construction of large stone defensive fortresses along the coast by foreigners 300 years ago. The park administration has established Shihcheng Coffee in the area, operated by local businesses. Here, visitors can view Turtle Island from a distance and watch the local fishermen set up fish nets. This is also a weekend favorite for watching the seas.
