When tourists drive along the Coastal Highway and reach Shicheng, it means that they have reached the border of Taipei County and Yilan County. This is the first stop in Yilan along the Coastal Highway. The name of this location is said to come from the construction of large stone defensive architectures along the coast by foreigners 300 years ago. The park administration has established Shicheng Coffee in the area, operated by local businesses. Here, visitors can view Turtle Island from a distance and watch the local fishermen set up fish nets. This is also a weekend favorite for watching the seas.
